| Dear Ambassador Keyes, |
|

| We commend you on the strong and eloquent case you made for a return to Constitutional government in the Republican Party debates. Without your participation, some of the most important political issues facing America today would have been absent from the dialogue. No doubt, your opponents would have preferred to keep ``moral issues'' and the constitutionality of their proposals out of the debate. |
|
|
| Unfortunately, while your efforts have had a decided impact on the American people, there is little room to hope that victory will come through the Republican Party. In practice, the Republican Party's present-day agenda is contrary to what the Constitution mandates, and to the principles and values that you espouse. While the GOP would be happy to use you to keep your supporters within the party fold, they have no plan to adopt your proposals. After Election Day, you and those who follow your leadership will once again be betrayed and the destruction of our once great Republic will continue! |

| The Republican Party is the proverbial ``house divided against itself'' on both policy and principle. If the restoration of Constitutional government and the end to ``legal'' abortion in America is your goal, then the ``Big Tent'' strategy of the GOP is ridiculous on its face. Some in that ``tent'' are pro-abortion and some are pro-life. Some are for enforcing the Constitution and the 10th Amendment, some are against it. How can a party that is fundamentally divided on these issues ever serve as the vehicle to champion them in the public arena? The lack of unity within the GOP on core issues like abortion, federal involvement in education, taxes, sovereignty, and the size and scope of government, prevent it from ever putting American back on the right track. No matter how many platforms conservatives write, no matter how many brilliant speeches you deliver, the division will remain and the principles that you espouse will, in all likelihood, never be brought to dominance within the GOP. |

| Our Republic cannot survive if those who claim to support our nation's founding principles continue to waste their time, their money, and their votes on a party that has no objective greater than ``winning'' the next election, regardless of what is sacrificed in the process. The November elections are but a single battle in a longer struggle. If, out of fear, conservatives continue to support the ``lesser of two evils,'' they will ultimately lose the ``war'' regardless of who wins the ``battle'' in November. This failed strategy will never produce victory and serves only to delay the day of genuine success. |

| We commend you for exposing the weakness of G.W. Bush's ``pro-life'' position and for stating that you will not support him. There is, as you stated, ``a painful irony in the suggestion that we should put aside truth, principle and what is best for the country in order to try to 'unite the Republican Party' behind a blank banner, and a man who is willing to fill up his speeches with whatever formula he thinks is going to do the most polling good.'' Such a candidate should be found repugnant to anyone who holds our nations founding principles in high regard. The same thing goes for the party behind their candidacy. Any party that advances candidates who promote policies that compromise truth, abandon principle, and further the destruction of our nation is unworthy of support. |

| In essence, support for the Republican Party amounts to support for the view that abortion, although regrettable, doesn't really amount to an urgent moral crisis and that the slaughter of millions of innocent children is tolerable. For these reasons, we urge you to withhold your support not only from G.W. Bush but also from the GOP itself. |
|
|
| We invite you, and all those who love liberty and justice, to join with us in building the Constitution Party, the only political party committed to reaffirming the principles of the Declaration of Independence and the power limits of the Constitution. While it is decidedly not an easy task, our chance for success is far better with a new party united in purpose than with a seriously divided GOP. |
|
|
| As you know, your long-time friend Howard Phillips, the presidential candidate of the Constitution Party, is firmly committed to the principles you have consistently espoused throughout your campaign. He has a track record of faithfulness as a political warrior that spans decades. I am sure you agree that he is the only presidential candidate on the November ballot worthy of your support. |

| Apart from a miracle, the Constitution Party will not capture the White House in this election cycle. | Since the Constitution Partys National Nominating Convention in September, a lot of things are being implemented besides the Partys new name. (The Party was previously called the U.S. Taxpayers Party). Jim Clymer of Lancaster, Pennsylvania, the new National Party Chairman, has made some changes in administrative structure to help the Party better deal with its increasing growth and workload. |

|
| Amongst the changes are: The main national party office is moving from Vienna, Virginia, to Lancaster, Pennsylvania to facilitate operations in closer proximity to the Chairman. A new staff member will be brought on in Lancaster to serve as Mr. Clymers assistant, answering Chairman's correspondence and information requests in addition to answering calls to our national office. |

|
| While the National Party will no longer have an office in Vienna, Virginia, we will be providing Howard Phillips, our Campaign 2000 presidential nominee, a campaign activities liaison to personally assist Mr. Phillips day to day at that location. Hugh McNichol, an experienced political activist and freelance writer who served in the U.S. Army until 1998 will be serving in that capacity starting immediately. Among his duties will be correspondence and party related scheduling. |

| The Constitution Party will be taking advantage of technology advances to tie other satellite offices together into the party operations via telecommute. Two key members of our full-time administrative staff will be telecommuting from where they live. Allison Potter, who works with donations, FEC reports, ballot access, our direct mail program and party database maintenance, will work from Virginia. Debbie Hopper, who works with National Committee membership and meeting coordination, state contact information, our Club 2000 program, email response and design/production of newsletters and literature, will work from Missouri. |

| Greg Moeller, who handles the Partys National Website in addition to his Regional Co-Chairman duties, while not a salaried staff member, will also be working together with the national office from Iowa on Internet, PR communications, as well as material development. |
|
|

| After years of debate within the party, delegates of the U.S. Taxpayers Party, one of only five federally recognized national political parties, voted to change the party name at their recent National Convention held in St. Louis, Missouri. The new name "Constitution Party" was adopted overwhelmingly as it was felt to better represent their policy approach. |
|
|
| "Anyone who knows much about us at all knows that we are anything but a one-issue party", stated Jim Clymer, the Party's newly elected National Chairman. "But when it comes to the issue of less government spending and less taxes, we are certainly the 'real deal'. While the two major parties discuss whether or not to give the American people a pathetic 1% tax cut over the next 10 years, our approach goes right to the heart of the matter. The Federal government has no legal right to do anything unless specifically authorized by the Constitution. We will see massive decreases in government spending of taxpayer dollars by returning the size and scope of the federal government to it's already mandated Constitutional boundaries. Along with this, we would replace the present tax system with a new one that simply does not include income tax at all. When it comes to federal taxes, there would be no income tax (fairer, flatter or otherwise), no general sales tax, no estate tax, no gas tax, and no IRS, no reason to file forms. Your personal financial information would return to being what it should be, private information protected by the fourth amendment. But returning to the Constitution will have a much broader positive effect than taxes and spending alone." |

| "That's right", agreed Howard Phillips, the Constitution Party's presidential nominee for the 2000 elections. "Our approach is so very simple. If the federal government were presently adhering to the Constitution it would not be in the business of trying to influence the education processes in our local schools as there is no Constitutional provision for them to be in the 'education business' at all. It would not be taking billions of our hard-earned dollars, and giving them away to the International Monetary Fund and the World Bank. This money, which is ours, not theirs, would normally go to put bread on our families tables, or we could personally choose to give it to others in need in our communities. Instead it is going to bail out international bankers and foreign governments. This is unconstitutional." |

| "If the federal government were adhering to the Constitution, there would be no legal abortion in the United States", Phillips continued. "The Constitution commands that no person 'shall be deprived of life, liberty or property, without due process of law'. If civil government will not stand up and protect the lives of the most innocent and helpless of us all, it lacks moral authority. We can't do anything to bring back the 35 million little children whose lives have been terminated by abortion since Roe v. Wade. We can do something about the future by deciding to return to the Constitution which will restore, practically speaking, fundamental legal protection to not only little pre-born children, but to all people regardless of race, sex, class, religion or age. This is not something we need to implement legislatively; it is already there. It is simply something that must be enforced: The Constitution of the United States of America. That's why we chose the new name 'Constitution Party' as it helps people to realize how simple, yet powerful this approach is to dealing with the mess in Washington." |

| Phillips won the presidential nomination of the Constitution Party on September 4, by a 500-88 margin. Syndicated columnist Joseph Sobran was nominated by acclamation to be the Party's Vice Presidential candidate. Sobran is widely respected for his wit, passion, and Constitutional expertise. |

| Howard Phillips is chairman of the Conservative Caucus (1974) and founder of the U.S. Taxpayers Party (1992). In the Nixon administration as Director of the U.S. Office of Economic Opportunity, he resigned when President Nixon reneged on his commitment to veto further funding of Lyndon Johnson's "Great Society" programs. Starting in 1974 he mobilized opposition to the Panama Canal treaties, the SALT II arms control treaties, NAFTA, the World Trade Organization, and federal funding of left-wing activism. He is a graduate of Harvard College (1962) where he was twice elected president of the Harvard Student Council. In 1964 at the age of 23, he was elected Chairman of the 550 member Republican City Committee of Boston. Phillips and his wife Peggy reside in Fairfax County, Virginia and have six children ranging in age from 13 to 34 and twelve grandchildren. He has twice been nominated as the USTP candidate for President. |

| Former Gubernatorial candidate, Peg Luksik backs the candidacy of Casey McDonald in the Lancaster County Commissioner's race. In 1994, the Constitutional Party earned minor party status by receiving 13% of the votes cast statewide for Peg Luksik for Governor and Jim Clymer for Lt. Governor. In 1998, Luksik and Clymer ran again and garnered over 11,000 votes in Lancaster County. Lancaster attorney, Jim Clymer, heads McDonald's campaign. McDonald, who sought the GOP endorsement last February, will be kicking off his campaign on Friday July 30th at 10 am at the King Street steps to the County Courthouse. |

| As Commissioner, McDonald will continue to support pro-life efforts while encouraging lower taxes and the saving of our farmland. His defense of the unborn will include making the authority of the commissioners seat available to pro-life think tanks and Christian legal organizations. McDonald believes the County Code offers numerous possibilities for hindering abortion efforts in Lancaster County. Details of his pro-life plan will be announced in August. |

In this way, McDonald says, "the public, the 'boss' of government, can pop in at any time and look over the shoulders of our elected officials." He plans on making the details of government as accessible as the town square so the public can monitor the lawfulness and the frugality of our Commissioners decisions. "Since we pay the bills, the least we can do is see the receipts," he said. |

| An advocate for farmland preservation, McDonald opposes the present management of the Agricultural Preservation Board. He believes farmers should receive a revolving tax benefit from enrollment in the program, rather than lump sum payments. He is critical of the history, of the Agricultural Preserve Board which has awarded payments, (often in excess to $200,000) to elected officials, a fact which further demonstrates the need for disclosure of public spending on the Internet. In coming weeks, McDonald will release full details of his Farmland Preservation strategies. |

| McDonald opposes the Sunnyside proposal of the current commissioners for the expansion of Barnes Hall as too expensive and wasteful of a beautiful area. He supports expanding Barnes Hall in adherence to minimal standards designed by the State Department of Corrections. |
