What now?

My essay last summer, "Why Peg?" laid out my reasons for working on this campaign. We lost. Now what? The reasons we fought have not changed. We still care deeply about life, the most basic issue. That hasn't gone away, nor is it likely to in the near future. Nor will we. We have no choice but to continue to fight for life. 

From a wider perspective, we still see the many injustices in moral, economic and political life which stem from the anti-life perspective: contempt for the voter, the citizen, the healthcare patient, the worker, the disabled... Government still serves itself, and its cronies, not the people. And we have to change that, because injustices by their nature cry out for correction. 

Change won't be easy. It's not easy to start a new party or to take over a state the size of Pennsylvania. The other two parties have been here for a long time, and there are still a lot of people who just "pull the lever" on Election Day. Overcoming that will take some work. But it has to be done. 

And it can be done. We have made a good start. Considering the "good economy," the power of incumbency (ever see as many Pennsylvania tourism ads as during the last two months courtesy of "Tom Ridge, Governor"?) and the incredible amount of Ridge TV advertising, we did pretty well. One Democratic leader said if he spent that kind of money he could "elect Joe Stalin....maybe even Ivan Itkin." He's probably right. If we are going to consider doing this again, we will need more money. Not as much as Ridge spent, but more than we had. And we will need more people in the field, better trained and better prepared. More poll watchers and election judges. We had the best campaign in the field, but it apparently wasn't good enough. 

All this can be done. But it will take planning, time, and a lot of effort. 

We have already accomplished a great deal. Tom Ridge had to spend so much money to overcome our modest TV buys, he has apparently lost whatever national credibility he might otherwise have had. So we have done some good, sparing the Republic from Ridge. The Federal agency, HCFA, is investigating the proposed closure of the disabled centers, and will almost certainly stop it, as they recently did in California. So the disabled will be protected - and it was our video and news conferences (and some words with friends in Washington DC) that made that happen. Another reason for satisfaction, whatever the final vote count may have been. 

Peg and the party have gained credibility with the media. We have identified a lot of natural leaders. We have fought the good fight. 

What went wrong? Some think there was voter fraud. Others think we did not do enough, that too many people had not heard of Peg, despite our grassroots and TV efforts. Still others think that many voters knew about Peg and her message, but did not vote for her, even though they are ostensibly pro-life, and pro-family. Many believe that Clinton and the national Republicans turned the election into a referendum on impeachment - at least for the R and D lever pullers - and that we were swept aside in the last few days by the national agenda. 

Our media adviser is of the opinion that the leaked Ridge poll numbers (mid-30s for Peg the end of September) were quite credible, considering what we did on TV in September, but that our inability to reach the TV peak we needed (1100 rating points statewide in each of the last two weeks) led to our final result. He argues that another $250,000 might have done it - and adds that Ridge overspent, that multi-million dollar TV budgets can generate boredom (if the same message is run and run and run) or confusion (if multiple messages are run). His bottom line: raise a little more money (not a lot) and start a little earlier. 

No doubt there is some truth to each of these suggestions. 

What this means for the immediate future is we need to begin organizing at the precinct level - identifying people who will go door-to-door, making relationships, selling their friends and neighbors on the party and its principles. (After the campaign debt is settled, we will consider making a brief video to help with this.) We need to begin recruiting and training candidates to run for local office, and for the statewide offices up for grabs in two years. There is a lot of political nitty gritty which needs to be done, which we will start in January. 

To help with this, there will be lots of bad policies generated in Harrisburg, which will need to be opposed. There will be some reforms which will need to be supported. There will be plenty of issues to provide fodder for our efforts, and as government becomes more and more intrusive, we may find more and more voters willing to listen to our message. 

The culture also needs some help. (After all, politics at least partially reflects the values of the people, although I believe the people are better than the governing elite.) We are considering several possibilities here, all of which are intended to help people learn to make the connections between religion and politics, between attitudes towards life, human rights and specific issues. On the table are radio and TV talk shows, and training speakers to convert others to a pro-life perspective (using methods we have developed in Seattle), to mention only two. 

Over the next few weeks, we will be brainstorming and planning for the future, and will begin implementing the plan in January. In the meantime, stay tuned, make suggestions, and continue to listen to Peg Talk and read the website (which will be reorganized). And God bless you all.

Gaming in Pennsylvania:
 
 
A Peg Luksik Report
 
 
In late 1997, Pennsylvania citizens worked to stopan effort by the Ridge administration to pass a piece of gaming legislation right before Christmas. Their work was successful and the legislation was pulled from the calendar.
 
In this lame duck session, the gaming lobby, with the support of the Ridge administration, is once again attempting to pass their legislation.
 
The language calls for a referendum on gaming to be placed on the ballot in the spring primary. Gaming proponents, led by Governor Ridge, claim that they will only move forward on expanding gambling after the referendum.
 
Consider the following:
 
  • Pennsylvania is NOT a statewith binding referendum status. The voters in southwestern Pennsylvania used the referendum process to turn down tax dollars for new stadiums, but now the stadiums are moving forward anyway. This administration has proven that it will ignore the will of the people, as expressed in a referendum, if it suits their agenda.
 
  • Casinos hurt the local economy. While casinos are incredibly profitable to their owners (the Washington Post reported that the Empress riverboat in Joliet, IL paid $87 million in dividends in its first 18 months), the economic benefits are not shared by their communities. A 1996 study, "Monetary Impacts of Riverboat Casino Gambling in Illinois" by William Thompson of the University of NV, on results in Illinois, found that 61% of the gamblers lived within 35 miles of the casinos, resulting in local net economic losses of $239 million per year.
 
  • Gaming causes more than just economic loss. In Dec.1995, the Minnesota "Star-Tribune" reported that "legalized gambling in MN has created a broad new class of addicts, victims and criminals whose activities are devastating families and costing taxpayers and businesses millions of dollars." The paper estimated a cost of $300 million per year.
 
  • When government benefits from gambling it loses theability to make objective decisions. Robert Goodman in his "United States Gambling Study" explains that government becomes a gambling promoter rather that a gambling regulator. For example, Iowa removed the bet and loss limits on its riverboats, dropped the rule that boats must cruise while gambling, and allowed the opening of the state's first racetrack casino while the state's own study was showing that problem gambling had more than tripled.
 
 
Don't wait for a meaningless referendum.

Luksik and Harrah Expose Ridge's Pro-abortion Record

At 10 am Monday, October 19, a joint press conference was held at the Capitol Rotunda featuring Eric Harrah and Peg Luksik.
 
Eric Harrah is the founder of the  abortion mill in State College,  next to Penn State.
 
Harrah said;  "The Abortion Control Act is not worth the paper it is printed on"  because it is not being enforced.      Harrah cited his own experience with opening the State College facility.      The local hospital refused to issue the transfer agreement which is required by the Abortion Control Act.      Harrah phoned the Dept.  of Health, and threatened to sue.      Harrah assumed they would not be able to open the clinic.      Three hours later, the Health Department called back and said the requirement had been waived, that no transfer agreement would be needed.
 
(A transfer agreement is a consumer safety provision which allows for smoother transfer of patients with botched abortions or other medical emergencies  -  it covers medical history, medications and procedures, and expedites paperwork at the receiving hospital.)
 
Peg Luksik mentioned that the Health Department's initial story was that a  "federal law"  required waiver of the transfer agreement.      When pressed, the Department was unable to cite such a law, and said  "all the other abortion clinics opened since 1991"  had already established the precedent of waiver of the transfer agreement.      The Department could not cite specific clinics.      Further investigation revealed that the number of abortion facilities had actually decreased since 1991, and that the State College facility was almost certainly the first opened since the Act went into effect.
 
Harrah then discussed severe quality control flaws in the Act.      He stated that he wrote the Procedure Manuals for the clinic, even though he has no medical training and only  1.5  years of college.      Nonetheless, the manuals passed muster with the Department of Health.      The Health Dept.  site visit lasted less than an hour.      The facility and the physicians working there  (one of whom Harrah said was a  "sexual predator"  who had been charged with sexually abusing patients)  had no malpractice insurance.      Harrah stated that the owner of the clinic is a doctor who has had his license to practice revoked in numerous states, and is currently appealing a criminal conviction in New York.      He is not licensed in Pennsylvania.      The  "dummy"  corporation created by the doctor to manage the abortion mill has no assets.
 
Harrah stressed that women damaged, maimed or sterilized by the clinic would have had no way to collect damages.      One of the doctors, Harrah mentioned, was specifically forbidden by the lab to draw blood, but was allowed to do abortions.
 
Luksik said that this global failure to enforce the provisions of the Abortion Control Act proved Ridge's 1994 promise to uphold it was  "campaign rhetoric."      Harrah agreed, and added that Greg Cunningham, the Assemblyman who wrote the Act, stated recently to Harrah in Ohio that the  Act was not intended to regulate the industry, but rather was merely a  "teaching tool."
 
Luksik added that Ridge's failure to enforce the Act is typical of what she called his  "rabid advocacy of abortion."      When pressed by a journalist, she reminded him of the  56,000 medical assistance women mailed Planned Parenthood brochures  by employees of the Department of Public Welfare, at state expense, with Ridge's approval  (according to departmental memos which can be seen on her website).      She also reminded the journalist of the resumption of public subsidy for abortion providers by Ridge, at $2.03 million in1995, increasing to over $3 million this year.
 
Harrah said  "the blood of 750 babies is on Tom Ridge's hands"  and added that Christians have a  "moral duty"  to vote their conscience and  vote for Peg Luksik for governor.

"Furthermore, since 1981, the Pennsylvania legislature has withheld public funds from so-called family planning organizations which distribute contraceptives to minors without parental consent.      Mr. Ridge changed that policy and, in addition, gave them direct access to low income women by allowing Planned Parenthood to send their brochures to all Medical Assistance recipients at taxpayer expense,"  said Mrs. Luksik.      "This kind of social engineering must come to an end."

"The Ridge voucher plan would put the state in the driver's seat and allow Harrisburg bureaucrats to have greater control over all schools, especially those which are private and religiously-affiliated.      A recent headline in the Investor's Business Daily  (July 23,1998)  summarized the    result of vouchers  rather bluntly  -  `SCHOOL CHOICE OR BIGGER GOV'T .... Milwaukee's Reform Came Wrapped in Red Tape.'      This, and many other ill-conceived educational experiments, are being foisted upon our children, their parents and all taxpayers without any justification.      The role of state government should be limited to the monitoring of local school districts to ensure that they are effectively providing academic instruction to their students ... nothing more, according to Mrs. Luksik, whose profession is teaching.

       On Friday, July 31, 1998, Constitutional Party candidates, Peg Luksik and
James Clymer, will file their petitions to enter the race for Governor and Lt.
Governor of Pennsylvania.       The Luksik/Clymer team expects to file nearly
three times the number required by law.       According to Campaign Manager,
Dr. Robin Bernhoft,       "This enthusiastic response indicates the growing
dissatisfaction of the voters with our so-called  'major parties.'       In recent
years, both the Democrat and the Republican leadership has ignored the concerns
and the convictions of large numbers of potential voters.       They have tried to
place the blame for low voter turnout on the citizens, when, in reality,  it is their
failure to inspire and motivate via competent, courageous leadership."
 
       Signatures will be presented from nearly every county in Pennsylvania,
"an amazing accomplishment considering that the Constitutional Party has only
been in existence since 1994,"  added Dr. Bernhoft.       This year's campaign
slogan  "SOAR with Luksik"  is based on the theme of Saving Our American
Rights.      This plan was spelled out in an eight-page newspaper being distributed
by their campaign.
 
       "Recent endorsements of the Governor by traditionally Democratic
organizations suggest that  (in their minds)  there is essentially no difference
between Democrats and Republicans.       While this may be true of a few
opportunistic leaders and career politicians, it is not true of their members.     It
will be the endorsement of these loyal Americans on election day that will make
Peg Luksik the next Governor of Pennsylvania,"  concluded Dr. Bernhoft.

       "Pennsylvania's the cradle of liberty.       It's time to rock the cradle."
 
       With that Statement, Peg Luksik closed the kickoff event for the 1998
convention of the Constitutional Party of Pennsylvania last night.
 
       Today, Luksik announced that she is a candidate once again for governor of
Pennsylvania.       Conservative stalwarts, Joseph Sobran and Paul Weyrich, were
in attendance at the convention to give Luksik their endorsement.
 
       "Peg has a potentially historic candidacy," said Sobran to an enthusiastic
luncheon crowd of about 150.
 
       "Today, we have politicians in both political parties who believe in virtually
nothing . . . and that crisis of belief translates into what we have now.       Peg
distinguishes herself from other politicians because she has fundamental beliefs," said Weyrich.
 
       In her announcement, Luksik cited sanctity of life, school choice, protection
of family farms, local law enforcement, family selection of health care, and second
amendment rights as among the issues she and the party support.
 
       Attendance at this year's Convention has increased two and one half times
since the party's first convention in 1995.       Attendees also heard from Ken
Odette, Americans for Fair Taxation and Howard Phillips, former candidate for
U.S. President from the United States Taxpayer Party in 1996.       Attorney
Charles Gerow, Republican candidate for the 19th Congressional District of
Pennsylvania, a seat currently held by Bill Goodling, reminded the audience that
"Our government was established by people who understood that our rights come
from God . . . . not from government."       Gerow called for smaller government
budgets which would produce larger family budgets.
 
       Luksik's running mate, Attorney James Clymer of Lancaster County, said
America is having a "crisis of the soul."       Clymer cited the highest rate of
bankruptcies in Pennsylvania history in his criticism of the incumbent
administration.
 
       "Even with good intentions . . . . . the tentacies of government reach into our
lives and take away our freedoms."
 
       The state party also nominated a candidate for the U.S. Senate seat currently
held by Arlen Specter.       Dean L. Snyder of York, PA, said, "Specter supports
President Clinton more than his own party, supporting Clinton 59% of the time."
 
       Party members also voted to pass a resolution prohibiting party support for
"any candidate who does not pledge to defend and promote the inviolable right to
innocent human life from the moment of conception through natural death, without
exception."       It was unanimous.
 
       Luksik made history with two previous gubernatorial runs.       In 1990 she
garnered 46% of the vote in the Republican primary against Barbara Hafer.    In
1994 she was the first person in this century to receive a double-digit vote count
as a third party candidate for Governor in the general election.
 
       Said Luksik, "If you go into the voting booth and you believe in X and you
vote for Y, you've used your vote to tell a lie."

       The Constitutional Party of Pennsylvania opened its Convention on Friday,
March 13, 1998 in Mechanicsburg, PA at the Holiday Inn with a keynote address
by Paul Weyrich.       Mr. Weyrich is the founder of the American Legislative
Council, President of the Free Congress Research and Education Foundation, a
Washington-based think tank, and President of the Krieble Institute which is
devoted to training democracy movements in Eastern Europe and the former
Soviet empire.       In 1996 Mr. Weyrich was the recipient of the Crystal Ball
Award given by the Washington Post for correctly predicting the outcomes of the
elections that year.
 
       Mr. Weyrich stated his belief that his extensive experience within the Soviet
Union led him to the conclusion that it collapsed from within because it's own
people ceased to believe in their system.       "We have a great crisis in our own
country because we have politicians who believe in nothing . . . . . . everything is
negotiable, nothing is sacred to them.       I am glad to support Peg Luksik
because she is very different.       She (Peg) distinguishes herself because she has
fundamental beliefs . . . . which translate into her way of life, and she can be elected."
 
       "It's time to elect a candidate for major political office who is willing to say,
'To hell with the polls, we're going to do what is right.'       Peg Luksik is
diminutive in size, but stout in determination."       Mr. Weyrich warned the
audience not to be misled by simplistic slogans e.g. "Don't waste your vote on
someone who can't win."       He suggested that slogans like this are sometimes
concocted by Democrat and Republican leadership when they sense a real threat
to their power base.
 
       "One thing I know about Peg Luksik.       She is absolutely fearless and she
cares about what ordinary people think.     She is one extraordinary candidate . .
. . one extraordinary lady, and the success of this campaign depends on ordinary people doing the right thing.    You have a candidate who believes in something,"
he concluded, "and when she wins, the effect will be felt all across America."
 
       In thanking Mr. Weyrich for his endorsement and support, Mrs. Luksik
added, "Pennsylvania is known as the 'cradle of liberty.'       It's time to rock the
cradle."
